NEW YORK — Shares of some top finance companies are up at noon: Bank of America rose $.47 or 2.8 percent, to $17.27. Citigroup rose $.18 or 4.6 percent, to $4.00. JPMorgan Chase rose $.76 or 1.8 percent, to $43.18.

Housing finance commitments for owner-occupied housing rose 1.7 per cent in July, seasonally adjusted, to 47,511, the Australian Bureau of Statistics said on Wednesday.
